The functions of the central MSEC will be performed by the Ukrainian State Research Institute of Medical and Social Problems of Disability, located in Dnipro.
This was reported by the Ministry of Health.

The Ukrainian State Research Institute of Medical and Social Problems of Disability will assume all functions of the central MSEC, including reviewing appeals and conducting checks on the validity of decisions made by regional MSEC.
The Ministry of Health noted that the procedure for appealing MSEC decisions has not changed yet. If your case was sent for appeal to the central MSEC, it will be redirected to the institute. Overall, the current appeal procedure is as follows:
- If you believe the MSEC decision is unjustified, you can first appeal it in a pre-trial manner, and subsequently – in court;
- The pre-trial appeal process includes the following steps: submitting an application to the commission that conducted the examination, or to the regional commission. After this, an examination will be conducted, and a new decision will be made.
- If you disagree with the new decision, you can appeal it at the institute, which now performs the functions of the central MSEC.
Recall that after the NSDC meeting, President Volodymyr Zelensky signed a decree that provides for the liquidation of the MSEC from December 31, 2024. Meanwhile, the Ministry of Health must prepare a law within a month to introduce new assessments for individuals with limitations in daily functioning.
On Friday, the Cabinet of Ministers approved a plan to combat corruption and other offenses among the MSEC.
