The Ukrainian Ministry of Defense has already developed a draft law on demobilization. However, it is now necessary to work out the mechanisms for replacing such a large number of soldiers at the front.

This was stated by Deputy Minister of Defense of Ukraine Ivan Havryliuk during the hour of government questions in the Verkhovna Rada on Friday. The broadcast was conducted on YouTube by MP Oleksiy Honcharenko.

According to Havryliuk, the relevant draft law has already been developed. Currently, mechanisms are being worked out to understand how to replace a large number of individuals who will be subject to demobilization.

“New forms and methods of conducting combat operations are being explored. And to be honest, we need another three months for this,” he said.

Havryliuk added that in order to submit the draft law to the Rada, it is essential to create conditions so that the implementation of this law does not lead to the “disappearance of the state of Ukraine.”

It is worth noting that the question of demobilization was initially posed to Prime Minister Denys Shmyhal, who also spoke in the Rada today, but he redirected it to the military command – the Ministry of Defense and the General Staff of the Armed Forces of Ukraine.

Recall that on April 11, 2024, the Verkhovna Rada adopted a law on mobilization. At that time, the parliament mandated the Cabinet of Ministers (in particular, the Ministry of Defense) to develop a draft law on demobilization within eight months.

In November of last year, the Rada committee did not support the demobilization of individuals deemed partially fit up to the age of 25.

In December, the Ministry of Defense announced that the draft law on demobilization is essentially developed and ready, but there are issues with its implementation.
