Close relatives of the people's deputy from "Servant of the People" Kyrylo Nesterенко have become involved in a tax evasion scheme linked to his colleague Viktor Mialyk.

According to an investigation by BlackBox OSINT, Nesterenko's father and brother purchased apartments and commercial properties in Kyiv and the surrounding area from the developer LLC "MDS-Bud".

Subsequently, part of the properties was resold at double the price but was registered as personal property of individuals rather than the company, allowing them to pay 15% tax instead of 18%.

At the beginning of his parliamentary career, Kyrylo was very active: he submitted legislative proposals, promoted tax amnesty, and participated in a scandal over poor road repairs. However, after the full-scale invasion by Russia, he disappeared from the public eye and "went underground".

How does a deputy live on an official salary of 55,000 UAH?

With no official income beyond his salary, Nesterenko has:

  • Vacationed abroad 14 times (Spain, Monaco, Italy, Germany, and others),
  • Spent hundreds of dollars an evening in restaurants and hotels in Kyiv,
  • Last traveled abroad on January 16, 2025 – to a ski resort.

The deputy prefers to stay at the Fairmont hotel (cost per night – 17-22 thousand UAH) and dine at restaurants like Gosti (dinner – 12 thousand UAH), Bassano, Virgin Izakaya, Under Wonder, Catch, as well as at the country complexes Verholy Relax Park and Shelest.

Nesterenko himself does not own any real estate – it is being acquired by his father and brother.

  • His father, Oleksandr Nesterenko, works at "UkrSibbank" and has bought apartments and premises worth 162 thousand dollars over the past 4 years.
  • His brother, Yegor Nesterenko, has purchased real estate worth 84 thousand dollars in the last 5 years.

Connection with Viktor Mialyk

Viktor Mialyk was previously accused of tax evasion amounting to 118 million UAH through a similar scheme. After a criminal case was initiated against him in 2021, he transferred his illegal business to Nesterenko and his family.

The scheme is simple: through Nesterenko’s relatives, Mialyk hides his assets and continues to profit from the sale of real estate while avoiding taxes. It appears that the people's deputy is receiving "under-the-table" income from this, allowing him to maintain a lavish lifestyle.
