Lutsk has become the only city in the Volyn region that plans to allocate budget funds for transparency in its operations in 2025.
While regional authorities refrain from such expenditures, the Lutsk city council will allocate 1.36 million UAH annually for this purpose under the "Openness and Transparency" program. Over three years, from 2024 to 2026, the total amount will exceed 4 million UAH.

According to Zhanna Perun, the deputy head of the information department of the city council, over 1 million UAH has already been spent from Lutsk's budget on media services in 2024.
This funding has been directed towards mandatory publications in the media, including in "Lutsk Castle" and "Avers". For example, the newspaper "Lutsk Castle" received nearly 323 thousand UAH, while the state enterprise "Television and Radio Company Avers" received 38.6 thousand UAH.
The Lutsk city council has already signed contracts for 2025 with several media outlets, including "Volyn Gazette" and "Lutsk Castle". The amounts vary from 20 thousand UAH for the Department of Social Policy to 82 thousand UAH for the Department of Culture.
Interestingly, the TV channel "Avers", which is also actively collaborating with local authorities, is linked to Ihor Palitsa – a well-known politician and businessman with ties to the oligarch Ihor Kolomoyskyi. Palitsa is actively engaged in business in Europe, while his family enjoys a lavish lifestyle abroad.
