A scandal has erupted in Bila Tserkva surrounding the so-called "ghost houses," which, in reality, existed only on paper. This was all part of a scheme through which local deputies Yevhen and Marina Tkalenko could almost legally appropriate land in the city center.

It all began with a new residential complex on Spartakivska Street, 3. Construction is actively underway, yet there are no apartment sales. Why? The key detail lies in three "non-residential buildings" registered on the site in 2021. However, according to the investigation, these buildings never actually existed.
Using fictitious documents, the deputies acquired a land plot of over 3700 m², which they then transferred through a company to the father of Yevhen Tkalenko.
Journalists believe that the deputies leveraged their political connections to influence decisions in the city council and gain access to valuable plots. It was also revealed that the list of the "Strength and Honor" party in the 2020 elections included not only the Tkalenkos but also other individuals linked to local developers.
Despite a criminal case being opened, the prosecutor's office has not been able to fully halt the construction. Judge Svitlana Doroshenko, who had previously been denied qualification, gave the green light to the developers, only blocking the sale operations of the plot.
Local activists have contacted law enforcement several times, but no real actions have been taken so far.
