The Department of Municipal Services of the Chornomorsk City Council has signed a contract with a contractor worth over 24 million hryvnias.
LLC "Avtodor" will maintain the roads, roadside areas, and public spaces of Chornomorsk until the end of 2025, writes Prozorro.
The company's responsibilities include cleaning 149,000 square meters of roads, mowing grass, and clearing 55,000 square meters of roadside, as well as winter maintenance of 160 kilometers of roads.
The procurement was conducted through open tenders with specific features, where the only participant was the company "Avtodor." According to YouControl, the company has been in existence since 1993. Its ultimate owners are Oleg and Alexander Honcharenko and Arkadiy Gapunych. Oleg Honcharenko is a former deputy of the Chornomorsk City Council.
This is not the first instance where "Avtodor" has received contracts without competition. In October 2023, the company won tenders for road repairs in the villages of Yelyzavetivka and Dachne in the Odesa region. For this work, it will receive over 25 million hryvnias.
Open tenders with specific features are characterized by shorter timelines – proposals are accepted within 7 days, and results can be contested within 5 days. Thus, competition is often absent, allowing a participant to win without an auction.
After the full-scale invasion of Russia, the Cabinet of Ministers changed procurement rules – electronic auctions have been temporarily suspended, allowing tenders on Prozorro to be conducted without competition.
